External Civil Rights Division is responsible for administration
of all programs related to non-discrimination, affirmative action,
and equal opportunity, related to MoDOT contracting activities
using federal funds. The primary programs include the Disadvantaged
Business Enterprise, Contract Compliance, On the Job Training, Title
VI Non-discrimination and Commercially Useful Function Programs.
The office resides in the Construction Division with a Civil Rights Specialist in Kansas City and St. Louis.

For Fiscal Year 2013 (FY2013), the FHWA Office of Civil Rights (HCR) is distributing to MoDOT's OJT SS program funds in the amount of $193,343
For Fiscal Year 2013 (FY2013), the FHWA Office of Civil Rights (HCR) is distributing to MoDOT's DBE SS program funds in the amount of $326,855
MoDOT anicipates it will release a Request for Proposal (RFP) for the funding around February 2014.
